Greene County, Missouri is seeking a service provider to implement a secure, scalable Inmate Tracking System that integrates seamlessly with its existing Jail Management Systems to enhance inmate observation, facility rounds, and correctional documentation via mobile applications and devices. The system must improve operational efficiency and inmate management through robust functionality, with all deliverables becoming the exclusive property of the County. Proposals must demonstrate proven experience with similar correctional technology projects, qualified personnel, adequate resources, and a detailed project approach, with experience and cost equally weighted at 30 points each in a best-value trade-off evaluation. The contract has a one-year base term with up to four one-year renewal options, and performance must occur at the Greene County Jail in Springfield, MO, under F.O.B. destination terms. All systems must comply with Missouri state laws including the Domestic Product Procurement Act for contracts over $25,000 and the Anti-Boycott of Israel Act, and require mandatory affidavits for compliance. Data security is strictly enforced with minimum 256-bit encryption for data at rest and in transit, 24- to 72-hour breach notification timelines, and restrictions on access to personally identifiable information solely to authorized personnel. Subcontracting or assignment is prohibited without prior written County approval, and the contractor must maintain workers’ compensation, commercial auto liability, cyber/privacy liability, and technology errors and omissions insurance with required limits. The contractor must also be in compliance with Missouri’s employment nondiscrimination laws, maintain proper state registration if out-of-state, and waive jury trial rights. The County retains full ownership of all systems, documentation, and data generated under the contract and requires records retention for three years post-termination.
