26-13 Forced Hot Air Installation

The Town of Ridgefield is seeking sealed bids from qualified mechanical contractors to remove existing forced hot air furnaces and install eight new gas-fired unit heaters—three in Garage 1 and five in Garage 2—at its Public Works Facility located at 60 South Street, Ridgefield, Connecticut. The work includes demolition and disposal of obsolete equipment, modification of gas piping with pressure testing per code, installation of Category III/IV venting systems with proper roof and wall penetrations, electrical connections with local disconnects, and full system testing and commissioning. All equipment must be Modine PDP series 250,000 BTU/hr heaters or an approved equal meeting equivalent quality, durability, design, and performance standards. Work must be performed in compliance with the State of Connecticut Building Code, Mechanical Code, and Fuel Gas Code, as well as applicable local regulations. The contractor is required to complete all tasks within 75 calendar days from the Notice to Proceed and submit a detailed cost breakdown and schedule with their bid. Bids must be submitted electronically via email to purchasing@ridgefieldct.gov by 11:00 AM on July 2, 2026, and failure to attend a mandatory site visit will result in non-responsiveness. Each bid must include signed hold harmless agreements, current insurance certificates naming the Town as additional insured with minimum coverage of $1 million general liability and auto liability, and statutory worker’s compensation, a completed contractor qualification statement, a list of all subcontractors, and a detailed cost proposal excluding sales tax as the project is exempt under Connecticut law. The Town will not require performance or payment bonds, and the project is exempt from prevailing wage, SBE, and MBE requirements. The prime contractor must self-perform at least 75% of the total contract value. Invoicing must be submitted to the Director of Public Works, include a mechanics lien waiver, and will be paid within 30 days of final acceptance. The Town reserves the right to award to the bid deemed in its best interest, evaluating compliance, qualifications, cost reasonableness, and schedule feasibility under a trade-off approach. The contract is structured as a firm-fixed-price arrangement with all delivery costs borne by the bidder, effectively FOB destination. No federal acquisition regulation clauses or military standards apply, and no UEI, CAGE, or socioeconomic certifications are required.
