This solicitation seeks comprehensive Microsoft Office computer training services for employees represented by SEIU Local 721, to be delivered in-person across five Supervisorial Districts of Los Angeles County or remotely via synchronous online sessions over a 12-month period beginning with purchase order issuance. The contract is structured under a Firm-Fixed-Price model with an award to be made based on the Lowest Price Technically Acceptable (LPTA) method, meaning the bid offering the lowest total cost that meets minimum technical requirements will be selected. Training must cover Excel, Word, Outlook, MS Teams, and PowerPoint with a minimum of 12 and maximum of 16 participants per course, and vendors are required to provide all necessary software, web conferencing tools, curriculum materials in English, trainer resumes, and three professional references suitable for public-sector engagements. All deliverables must be submitted in Microsoft Office-compatible formats and be compatible with the County’s Learning Management System as needed. Vendors must comply with a range of legal, administrative, and operational requirements, including adherence to California Labor Code prevailing wage standards, submission of certified payroll reports, and posting of wage determinations. Insurance obligations include General Liability coverage of $2 million, Automobile Liability of $1 million per accident, Workers’ Compensation as mandated by state law, Employers’ Liability of $1 million, and Professional Liability of $1 million per occurrence with a $3 million aggregate and a two-year extended reporting period, all naming the County as an additional insured. Bid responses must include eight mandatory exhibits covering organizational information, compliance certifications, CBE status, prevailing wages, and other attestations, with failure to submit any exhibit resulting in a non-responsive bid. The contract is subject to a non-appropriation clause, meaning payment obligations are contingent upon annual funding approval by the Board of Supervisors, and termination may occur without liability if funds are not appropriated. Invoices must be submitted after service acceptance and will be paid net 30 days upon receipt, with no interest or late payment charges permitted. All bids must be submitted electronically through the Vendor Self Service portal by May 27, 2026, at 12:00 PM Pacific Time; hard copies, fax, or email submissions are prohibited.
