NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Pentagon Directorate intends to acquire, via small business set aside, a commercial cybersecurity training and certification platform for National Defense University (NDU), College of Information and Cyberspace (CIC).


NDU CIC has a requirement to procure a commercial off-the-shelf (COTS), web-based cybersecurity training and certification platform to support the educational, cyber workforce development, and operational readiness mission of the National Defense University (NDU), College of Information and Cyberspace (CIC) (NDU-CIC). 


The Government seeks a commercially available Software-as-a-Service (SaaS) cybersecurity training platform that provides immersive, hands-on cyber learning, realistic cyber laboratory environments, structured learning pathways, cyber range exercises, and cybersecurity certification preparation capabilities that enhance cyber workforce readiness, operational problem-solving, critical thinking, and cyber mission effectiveness.  The platform shall support Joint Professional Military Education (JPME), Department of Defense (DoD) cyber workforce development initiatives, cyber upskilling, and cyber readiness activities for authorized faculty, staff, and students through Internet-based access to interactive cybersecurity exercises, practical laboratories, and modular cybersecurity training content.


This procurement is anticipated to be a Firm Fixed Price (FFP) purchase order.


The applicable North American Industry Classification System (NAICS) Code is 611420 “Computer Training” and the Small Business Size Standard is $16 million in annual receipts. The FSC Code is DH10.


It is the intent of the Government to process this procurement under FAR 12, Acquisition of Commercial Products and Services, and to award a single purchase order.


Quoters will be required to submit a quote in response to the forthcoming Request for Quote (RFQ).  The Government anticipates that the resultant purchase order will be awarded on a best value basis where the technical will be more considered more important than the price. 


Upon its release, the solicitation will be issued electronically and be available for downloading at the SAM website: https://sam.gov/content/home. It is anticipated that the RFQ will be issued no earlier than 26 August 2026.  The closing date for the receipt of offers will be set forth in the RFQ


Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto.


The Government will not pay for the information received.


All responsible sources may submit a quote, which will be considered by NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Pentagon Directorate. By submitting a quote , the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.


By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.


Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/SAM/. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their proposal.
