26IFB54 Cross Culvert Replacements FY26

Williamson County is issuing an Invitation for Bids (IFB 26IFB54) to secure qualified contractors for the replacement of cross culverts across the county, with an estimated contract value of $628,153. The scope of work requires contractors to supply materials, experienced crews, and equipment for the construction of corrugated metal pipe and concrete box culverts, along with associated base, asphalt pavement, and pavement markings. Work must comply with detailed engineering specifications, including cross slope requirements of 6:1 or flatter, specific pipe placement and bolted connection standards, and the use of EPA-designated recovered materials wherever possible. Contractors must submit a work plan and schedule one week prior to starting work and are required to execute tasks continuously until completion unless otherwise directed. Bids are due by July 7, 2026, and may be submitted electronically via Euna or as hard copies sealed and delivered to the Williamson County Purchasing Department. Evaluation is based on a combination of price, bidder experience and reputation, quality of goods and services, safety record, proposed personnel, financial capability, and other relevant factors, with no assigned weights; the County will award to the most responsible and responsive bidder deemed most advantageous, potentially favoring those exceeding environmental standards for air quality under Texas law. Contractors must provide 100% Performance, Payment, and 20% Warranty Bonds, carry insurance meeting Texas standards with A.M. Best A- or better-rated carriers, and name Williamson County as an additional insured. Prevailing wage rates under Texas law must be paid, and compliance with federal civil rights, non-discrimination, and OSHA requirements is mandatory. Vendors must submit a Solicitation Affidavit certifying they are not engaged in prohibited business activities, are not debarred from doing business in Texas, and have not been convicted of fraud or related offenses.
