26IFB57 Jester Annex Driveway Expansion

Williamson County is soliciting qualified contractors to perform comprehensive construction services for the widening of driveways, striping, and replanting of trees at the Jester Annex under solicitation number 26IFB57. The project requires full provision of materials, equipment, tools, and labor, with work to be executed in accordance with the highest professional standards and in full compliance with all plans, specifications, and contractual terms. The period of performance is set to begin on the contract execution date and conclude no later than December 31, 2026, with all work performed at the Jester Annex site in Texas under FOB Destination terms, meaning title and risk of loss remain with the contractor until official receipt and acceptance by the County. Bids must be submitted electronically via the Euna portal or via sealed hard copy to the Williamson County Purchasing Department by the deadline of July 21, 2026, and must demonstrate responsiveness to all technical requirements; failure to address any criterion may result in automatic rejection. The award will be made to the most responsible and responsive bidder whose proposal is determined most advantageous to the County, evaluated based on price, experience, reputation, quality, safety record, proposed personnel, financial capability, and other relevant factors. Contractors must provide a 100% Performance Bond and a 100% Payment Bond secured by a surety compliant with Texas law, along with umbrella liability coverage of at least $5 million and statutory workers’ compensation insurance. The contractor is solely responsible for all safety programs compliant with OSHA and applicable federal, state, and local laws, and must pay prevailing wages as mandated by Texas Government Code Chapter 2258. Environmental compliance with the Clean Air Act and Federal Water Pollution Control Act is required, and subcontractors on projects exceeding $150,000 funded in part by FEMA must include these mandates. All materials and documentation supplied become public property under the Texas Public Information Act. The contractor must indemnify, defend, and hold harmless the County against any claims arising from the work. The agreement prohibits assignment, requires compliance with federal exclusion and debarment rules, and mandates adherence to the False Claims Act, Byrd Anti-Lobbying Act, and civil rights statutes. Final payment is contingent upon submission of certified application for payment, close-out documents including warranties and “as-built” records, surety consent, and an affidavit confirming full payment of all labor and materials.
