The Illinois Department of Corrections has issued a small purchase solicitation for water testing services at the Menard Correctional Center. The selected vendor will provide Illinois Environmental Protection Agency mandated water testing, laboratory analysis, and reporting for the facility's drinking water distribution system. A critical component of the scope is the provision of a Responsible Operator in Charge who must hold an Illinois Class D or higher water system operator certification. The vendor is responsible for ensuring full compliance with 35 Ill. Adm. Code 611, performing sampling for Total Coliform, Chloramine, Disinfection Byproducts, and Lead and Copper, and managing all IEPA reporting and Consumer Confidence Reports. All laboratory analysis must be conducted by an IEPA accredited laboratory. The contract term is for two years, with a maximum total duration not to exceed ten years. Performance takes place at the Menard Correctional Center, where vendor personnel must adhere to strict security protocols, including wearing temporary identification and utilizing state-provided escorts when accessing sample sites within the secure perimeter. The vendor is responsible for all transportation and travel costs, which are not reimbursable. Payment is governed by the State Prompt Payment Act, and the contract is contingent upon the availability of funds from the Illinois General Assembly or federal sources. Required insurance includes general commercial liability of 1,000,000 dollars per occurrence and worker's compensation as required by law.
