AI Contract Overview
Fort Vancouver Regional Library is soliciting bids for a fully managed leased lit fiber Ethernet Internet access service to support the upcoming relocation of its Washougal branch to a new facility at 222 Durgan St, Washougal, WA 98671. The service will replace the current internet connection and must be fully installed, tested, and activated to align with the construction timeline, potentially including temporary service overlap during the transition. The provider must handle all engineering, permitting, construction, and outside plant work necessary to deliver the service, with lead times and installation requirements clearly outlined in proposals. The requested service must be symmetrical Ethernet over lit fiber, fully managed with provider-owned equipment, and include all recurring and non-recurring charges. Compliance with FCC E-Rate program rules is mandatory, including the ability to process reimbursements via the Service Provider Invoice method and to accept only the discounted share of eligible costs. Bidders must hold a valid SPIN and maintain an active SPAC form throughout the contract term, offer the Lowest Corresponding Price as defined by FCC guidelines, and provide all required E-Rate documentation on demand. Proposals must include la carte pricing with fixed per-unit costs that remain unchanged regardless of quantity adjustments, and service must be billable per site or service line as requested. Submissions must be directed to designated technical and form contacts, and any bid lacking required certifications, including proof against gray-market equipment, will be disqualified. Bids are binding if accepted within twelve months of submission and must be submitted no sooner than twenty-eight days after the posting. Award is contingent on E-Rate funding approval and available budget, and all bidders must comply with state and federal procurement regulations; debarred vendors are ineligible. Failure to meet any condition will result in disqualification, and submission of a proposal constitutes full acceptance of all terms outlined.
