This contract involves the procurement of a 13th Stage Spacer, specifically NSN 2840-01-491-9391NZ, part number 4084979, which is applicable to the F100 engine. It is a new manufactured material being procured through a firm fixed-price contract under a sole-source justification, as only qualified manufacturers who have successfully completed all required testing, primarily United Technologies Corporation, are eligible sources. The contract anticipates an award under the Pratt and Whitney Corporate Contract SPM400-01-D-9405, with an estimated quantity of 109 units to be delivered by September 1, 2010, and allows for a minimum of 1 and a maximum of 164 units. The solicitation was expected to be issued around mid-November 2009, with responses due by mid-December 2009 and an anticipated award date at the end of January 2010. Due to the complexity and critical nature of the part, competition is restricted under FAR 6.302, and the Government will consider proposals only from sources that meet stringent qualification requirements. Additional information regarding these qualifications, subcontracting opportunities, and assistance during the proposal phase can be obtained from designated contacts, including an appointed Ombudsman to address contractor concerns confidentially. Specifications and drawings are incomplete or unavailable from the Government, and commercial acquisition procedures are not being used, although interested parties may still express capability for commercial items within 15 days of the notice. The contract highlights the importance of maintaining compliance with established qualifications to ensure the supply of a critical defense component.
