AI Contract Overview

The contract involves the procurement of a specialized 16th stage disk used in the high-pressure compressor rotor assembly of TF33 engines, specifically models P7 and P100. This disk is made from PWA 1022 nickel alloy, measures approximately 23.6 inches in diameter with a 6-inch center bore, and features 77 dovetail-shaped slots on its outer rim for securing compressor blades. The thickness varies from about 0.3 to 1.17 inches. The Government intends to acquire a quantity range with a maximum of 22 units, a medium of 18, and a minimum of 9 units, to be delivered to Tinker Air Force Base in Oklahoma by February 2004. New, unused surplus materials are acceptable, and the solicitation provides a waiver for qualification requirements. Solicitation procedures are to be conducted electronically, with written quotations required, and the anticipated solicitation and award dates are December 3, 2002, and January 31, 2003, respectively. The contract will be awarded under the authority of a justification that limits competition to one or a few responsible sources, citing a sole-source procurement due to unique supply needs. While this notice invites interested parties to express their interest within specified timeframes, it is not a formal request for competitive proposals and the Government retains discretion on whether to proceed competitively. An Ombudsman is available to address concerns confidentially during the proposal phase without influencing the evaluation process. Tamara G. Lovett is the contract negotiator for this acquisition.
