The Naval Air Systems Command plans to issue a cost plus incentive fee modification to the existing NAVAIR contract N00019-02-C-3116 for additional development work on the BQM-74F Aerial Target. This modification covers several key tasks, including the installation of an Electronic Counter Measures system auxiliary kit, acceleration of Vehicle Management System production hardware documentation, and fabrication of mock-ups for both the Payload Bay and fuel tank. Additionally, the contract involves procuring and testing off-the-shelf antennas for initial installation and radio frequency evaluation, conducting computational fluid dynamics analysis to evaluate air data pitot probe placement, and evaluating alternative launch aircraft options for the BQM-74F. The work will be negotiated on a sole source basis with Northrop Grumman in Rancho Bernardo, CA, the prime contractor responsible for the BQM-74F development. Northrop Grumman's exclusive technical expertise, detailed understanding of the system architecture, and access to proprietary data make it uniquely qualified to perform these tasks.
