The Navy is seeking to procure the Evolved SEASPARROW Missile (ESSM) Launching System (ELS) to ensure compatibility with the MK 57 NATO SEASPARROW Missile System (NSSMS) currently installed on CV/CVN Class Ships and LHD Class Ships. This procurement will involve issuing a formal Request for Proposal (RFP) around August 22, 2002, with submissions due 45 days after release. The RFP will cover not only the ELS hardware but also related engineering services and provisioned items, along with options for production systems to support future requirements. The Navy has compiled a bidder's list reflecting industry interest from previous special notices dated between April and August 2002; this list will be publicly accessible online to encourage broad participation and subcontracting opportunities. It is important to note that this announcement does not represent a contractual commitment or authorization to incur costs ahead of contract award. The procurement effort excludes direct performance by foreign contractors, though they may participate as subcontractors to U.S.-based prime contractors. The solicitation is identified as N00024-02-R-5433 and remains in a presolicitation phase, with no defined set-aside or NAICS code specified. Overall, the Navy is preparing for a competitive sourcing process for a critical defense system upgrade aimed at enhancing missile launching capabilities across multiple naval vessel classes.
