The Navy intends to issue a draft Request for Proposals (RFP) around June 14, 2002, aimed at soliciting industry participation in reviewing the Evolved SEASPARROW Missile (ESSM) Launching System for compatibility with the MK 57 NATO SEASPARROW Missile System as installed on U.S. Navy CV/CVN Class and LHD Class ships. Comments on the draft RFP are anticipated to be received about two weeks after its release. Additionally, the Navy plans to hold an industry briefing to provide clarifications, with details announced separately via the Federal Business Opportunities portal. Interested companies or individuals must submit a written request detailing their expertise, CAGE Code, and security clearance to the Naval Sea Systems Command to receive the draft RFP, which requires appropriate security clearance. The government will review all submitted comments but retains sole discretion over any revisions to the draft RFP and will not provide individual responses to inquiries. This effort is not a commitment to issue a formal solicitation, award a contract, or pay for any information submitted. Firms interested in contracting or subcontracting opportunities are encouraged to express their interest so that a Bidder's List can be developed for potential subcontracting. The overall process is designed to gather industry feedback to inform the Navy’s acquisition strategy without obligating the government to any specific outcome.

The Navy plans to issue a DRAFT Request for Proposals (RFP) on or about 14 June 2002 to encourage industry participation in the review of the Evolved SEASPARROW Missile (ESSM) Launching System (ELS) for compatibility with MK 57 NATO SEASPARROW Missile System (NSSMS), as installed in USN CV/CVN Class Ships, and LHD Class Ships. The Government plans to receive comments on the DRAFT RFP in approximately two (2) weeks after its release. Additionally, the Navy plans to convene a Briefing for Industry for the purpose of providing any necessary additional clarifying information. A separate notice will be published in the Federal Business Opportunities (FBO) for Vendors announcing the time and location of the Briefing. Companies/ individuals who are interested in participating in the review of the DRAFT RFP and providing feedback regarding the DRAFT RFP must submit a written reque st to Commander, ATTN: John C. Requests may be sent by facsimile transmission to the above addressee at +1 (555) 000-0000 or by e-mail to contact@example.gov. Copies of the DRAFT RFP will be provided to companies/individuals with appropriate security clearances on file. The Government will consider all comments received. Any subsequent revision of the DRAFT RFP remains solely at the Government's discretion. The Government will not provide individual responses to questions. Firms interested in contracting or subcontracting opportunities are encouraged to make known their interests in order that a Bidder's List can be established for other firms or individuals that may be interested in subcontracting opportunities. This is not a request for proposals, a promise to issue a request for proposals, nor a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Issuance of a DRAFT RFP does not obligate the Government to award a contract and does not restrict the Government as to its ultimate acquisition strategy.
