This is a notice of intent from the Naval Research Laboratory (NRL) to procure on an other than full and open competitive basis with All American Racers, Inc., 2334 S. Broadway, Santa Ana, CA, 92707. The contractor shall provide technical support for their initial prototype engine during Dragon Warrior flight test. The contractor shall refine the prototype engine, investigate the design tradeoffs associated with several concepts that might improve engine performance and deliver two refined engines based on the results of their investigations. One important characteristic of the engine is it must meet a target noise output of less than 65 decibels at 1500 feet. Delivery of the two refined engines is January 31, 2003. Numbered Notes 22 and 26 is applicable to this synopsis.
