The Naval Sea Systems Command plans to modify an existing contract with Raytheon Company, Electronic Systems, for the development and enhancement of the AN/AQS-20X Sonar System. This modification focuses on designing and developing a High Speed Recording System as a near-term goal, with long-term objectives to improve the overall reliability, performance, and maintainability of the AQS-20 system. Specific technical efforts include adjustments to engineering development models to mitigate static electricity issues related to helicopter rotor interactions during deployment and upgrades to the built-in test software to better isolate power supply faults. Raytheon is the sole source for this work due to its exclusive expertise and knowledge of the AN/AQS-20X system’s design, software integration, and operational requirements. The contract modification is expected to span from June 2002 through September 2003. This notice serves to inform interested parties of the intent to proceed without competition. Responses or inquiries should be directed via email as specified, but the notice itself does not solicit competitive proposals.

The modification(s) will consist of a near term objective to design and develop a High Speed Recording System. The long-term objective is to modify the AQS-20 system to improve reliability, performance, maintainability and maintenance. This includes modification of the SLS items, a design modification of two (2) AN/AQS-20 Mine Detecting Sonar Engineering Development Models to reduce susceptibility to the static electricity generated by the helicopters rotors through the tow cable and towed body during deployment, and modification of the BIT software to enhance Power Supply Fault Isolation. Successful completion of this effort requires intimate knowledge of the AN/AQS-20X Sonar System. Raytheon Company is the sole designer, developer and integrator of the AN/AQS-20X Sonar System software. Raytheon Company is the only known source that possesses the necessary knowledge of design and operation requirements, capability, and expertise required to successfully provide these supplies and services in an accurate and timely manner while achieving a fully integrated and seamless system.
