Naval Sea Systems Command (NAVSEA) plans to extend the sole source Basic Ordering Agreement (BOA) N00024-99-G-5220 with Northrop Grumman Norden Systems Inc. (NGNS) for one additional year beyond its current expiration date of June 20, 2002. This BOA authorizes multiple orders for Design Agent, Engineering, and Technical Services to support Engineering Changes, Product Improvement, and Studies related to the AN/SYS-2 (V) Integrated Automatic Detection and Tracking (IADT) System Program. Orders under the BOA may be issued as either firm fixed-price or cost-plus-fixed-fee contracts. NGNS, as the original designer, developer, and sole manufacturer of the AN/SYS-2 (V) IADT System, uniquely possesses the specialized technical expertise needed to perform these services effectively while minimizing disruptions to Navy shipbuilding schedules. This modification will be executed under the statutory authority 10 U.S.C. 2304(c)(1), which permits sole source contract extensions, indicating that NAVSEA intends to continue working exclusively with NGNS due to their unparalleled qualifications. The announcement serves primarily as an informational notice to potential subcontractors; while the government will negotiate only with NGNS, interested parties are encouraged to engage with NGNS's subcontracting department for related opportunities. This arrangement is designed to ensure the continuity and reliability of engineering and technical support for the AN/SYS-2 (V) IADT System critical to Naval operations.
