The Naval Surface Warfare Center (NSWC) Crane Division intends to establish a Basic Ordering Agreement (BOA) with Raytheon Technical Services Company, located in Indianapolis, Indiana, not to exceed $50 million over an initial three-year period with two additional one-year options. This BOA will provide engineering and logistics support, new procurement of fleet spares, depot lay-ins, and maintenance services, including repair or upgrades for various assemblies such as Weapons Replaceable Assemblies (WRAs), Shop Repairable Assemblies (SRAs), and Sub-Shop Replaceable Assemblies (SSRAs) installed on EP-3E aircraft. All procurements under this agreement will be awarded on a sole-source basis due to proprietary information held by Raytheon and the high cost to the government of switching suppliers, as authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The contract synopsis will serve to meet requirements for semi-annual synopses of job orders issued under the BOA. The administrative and technical point of contact for this requirement is Ms. Julie Wittmer, reachable by phone, fax, or preferably email. This arrangement supports sustained support to critical aircraft systems and ensures continuity and efficiency in maintenance and supply operations for the EP-3E fleet, leveraging Raytheon's specialized capabilities and proprietary knowledge. The contract highlights the importance of proprietary data and government efficiency while underscoring the strategic logistical and engineering partnership with a single source to fulfill these defense needs.

NA Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement with Raytheon Technical Services Company, 6125 E. 21st Street, Indianapolis IN for a not-to-exceed amount of $50,000,000. The BOA will cover a three-year period with two one-year options and include line items for engineering and logistics support services, new procurement orders for fleet spares and depot lay-ins, and the repair or upgrade of Weapons Replaceable Assemblies (WRA's), Shop Repairable Assemblies (SRA's), and Sub-Shop Replaceable Assemblies (SSRA's) installed on the EP-3E aircraft. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Raytheon Technical Services Company and the duplica tive cost to the Government to utilize another source to satisfy the Government's requirements. This synopsis will satisfy the BOA requirement to issue a synopsis for job orders on a semi-annual basis. POC for information regarding this requirement is Ms. Julie Wittmer, telephone +1 (555) 000-0000, fax +1 (555) 000-0000 or email contact@example.gov; email request is preferred. Numbered notes 22 and 26 apply.
