The National Highway Traffic Safety Administration (NHTSA) plans to negotiate a contract with The Ohio State University (OSU) to provide professional and technical support services at the Vehicle Research and Test Center (VRTC) in East Liberty, Ohio. OSU, located within close proximity to VRTC, will leverage its extensive engineering program, research expertise, faculty, students, equipment, and laboratory facilities to support research in critical areas such as crashworthiness, crash avoidance, intelligent vehicle systems, biomechanics, and defect analysis. The university’s recognized strength in biomechanics and trauma research through its college of medicine is a key qualification for this ongoing collaboration, which has spanned 20 years. The anticipated contractual arrangement is a cost-reimbursable, indefinite-quantity, level-of-effort agreement lasting five years, including a three-year base period and two one-year options. This notice serves as an initial step, inviting expressions of interest from capable parties; however, it is not a formal request for competitive proposals. Responses must provide sufficient detail to demonstrate the ability to meet requirements and be submitted within 15 days. If no adequate competitors emerge, NHTSA intends to proceed with a noncompetitive award to OSU. The government retains full discretion over whether to pursue a competitive process based on the responses received.
