The Air Force Research Laboratory’s Propulsion Directorate, Turbine Engine Division, plans to award a sole source indefinite delivery indefinite quantity contract to Universal Energy Systems, Inc. for a 60-month program aimed at expanding and documenting a high-temperature database essential for advanced turbine engine mechanical systems. This effort supports the Versatile Affordable Advanced Turbine Engine (VAATE) Program, focusing on extending knowledge of design requirements and material capabilities relevant to turbine engines in both manned and unmanned aircraft. Key activities include operating and designing mechanical components, instrumenting and installing laboratory test machines, and measuring mechanical and physical properties of high-temperature lubricants and bearing materials primarily at Wright-Patterson Air Force Base. The work will involve test planning, data analysis, and interpretation of results, including rolling contact fatigue, friction and wear of bearing and gear materials, and full-scale bearing performance. Throughout the acquisition process, potential offerors are encouraged to communicate directly with the contracting representative using established channels before contacting the designated Ombudsman, who is available to address serious concerns confidentially if necessary. The Ombudsman role is held by LtCol Sam Lopez, while technical questions can be directed to Mr. Garry Givan at AFRL/PRTM. This program is a critical step in advancing mechanical system technologies for turbine engines, with a focus on providing reliable data to support future engine designs under challenging high-temperature operating conditions.

NOTICE OF CONTRACT ACTION PRK-02-02. High Temperature Database for the development of Advanced Turbine Engine Mechanical Systems. The Air Force Research Laboratory (AFRL/PRTM), Propulsion Directorate, Turbine Engine Division is considering the award of a sixty (60) month program which will require operation, mechanical design, instrumentation, and installations of laboratory test machines to measure the mechanical and physical properties of high temperature lubricants and bearing materials. The Air Force Research Laboratory anticipates awarding a sole source indefinite delivery indefinite quantity contract to Universal Energy Systems, Inc. The goal of this effort is to extend and document a database of design requirements and material capability for mechanical systems of turbine engines for manned and unmanned aircraft being developed under Versatile Affordable Advanced Turbine Engine (VAATE) Program. The effort will be performed predominantly on site at Wright-Patterson Air Force Base. Test planning, data reduction, and interpretation of all results will be required. Typical data will include rolling contact fatigue, friction and wear characterization of bearing and gear materials, and full-scale bearing performance. Technical questions may be directed to Mr. Garry Givan, AFRL/PRTM +1 (555) 000-0000, email contact@example.gov. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate their concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, post question to, and voice concerns directly to the contracting representative before resorting to the Ombudsman. LtCol Sam Lopez, DET 1 AFRL/PK, +1 (555) 000-0000, email contact@example.gov, is the ombudsman for this acquisition. See Note 22

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to [email hidden], though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
