The Naval Air Warfare Center Aircraft Division's Air Vehicle Structures Division at Patuxent River, Maryland, is commissioning engineering services to advance the development of composite Trailing Edge Flap components for the F/A-18C/D aircraft. This project aims to enhance the lifespan of these components by utilizing modern materials alongside analytical prediction and simulation techniques. The work involves comprehensive design development, fabrication, and testing of components while considering detailed design requirements and geometric constraints specific to the F/A-18C/D platform. The contract will be awarded on a sole source basis to the Boeing Company in St. Louis, Missouri, as they hold exclusive rights to the original design data, expertise, and technical knowledge necessary for this effort. The anticipated contract is a Cost Plus Fixed Fee agreement spanning roughly four years, with an initial base period of eighteen months and two option periods to follow. The total expected effort is approximately 84,000 labor hours. The government justifies sole source procurement under the Federal Acquisition Regulation due to Boeing’s unique position as the only responsible source that can meet the specialized requirements. This contracting approach ensures continuity and leverages Boeing’s proprietary experience as the original F/A-18C/D designer, thus maintaining program integrity and advancing the life extension methodologies for critical aircraft components.

General Info

The Air Vehicle Structures Division at the Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland is tasked to provide engineering services to support the development of methodologies and designs for composite Trailing Edge Flap components for the F/A-18C/D aircraft. This effort is directed towards increasing the life of these components through the application of modern materials, analytical prediction and simulation of component usage. This requirement is for sole source procurement to the Boeing Company in St. Louis, Missouri, to provide engineering services for design development, component fabrication and component testing. The effort requires details of the design requirements, geometric constraints, and an analytical assessment of the adequacy of the existing design specific to the F/A-18C/D aircraft. It is anticipated that a Cost Plus Fixed Fee level of effort contract will be awarded for an approximate four-year period of performance. The period of performance runs from the date of the award for an approximate base period of eighteen (18) months with two (2) option periods. The estimated level of effort for the entire program is approximately 84,000 hours. The government intends to negotiate on a sole source basis with the Boeing Company, St. Louis, Missouri, because as the original designer of the F/A-18C/D aircraft, Boeing is the only source that owns the data, knowledge, experience and skills required to provide these services. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 there is only one responsible source and no other supplies or service will satisfy the government agency requirement. See Number Note 22.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
