A -- Predictive Battle Awareness

DARPA's Information Exploitation Office intends to validate a conceptual approach to advanced Level 2/3 information fusion aimed at enhancing predictive battlespace awareness. The effort involves defining relevant target applications, establishing progress metrics and a conceptual system architecture, addressing key technical questions, estimating the scope of work, and evaluating associated risks and rewards. This validation will be carried out through a feasibility assessment using an implemented "blackboard" framework and a dynamic Bayesian Network inference engine to demonstrate the production of Level 2/3 fusion products under constrained conditions, complemented by a scoping study to estimate system parameters, explore technical alternatives, and conduct a cost/benefit analysis of a fully developed system. The contract will be awarded to Information Extraction & Transport, Inc. on a sole-source basis due to their unique capabilities and personnel deemed necessary to meet the Government’s cost and schedule requirements. The contract value is under one million dollars with a performance period of eight months. This procurement is not a competitive solicitation or a request for proposals but a direct award intended to capitalize on IET's specialized expertise to accomplish the feasibility and scoping objectives efficiently within governmental constraints.
