NASA's Marshall Space Flight Center plans to issue a Final Request for Proposal (RFP) for research and development related to space flight and associated hardware. The anticipated contract is a Cost-Plus-Incentive-Fee (CPIF) type, including a one-year base period and four one-year option periods. This procurement will be conducted as a total Competitive 8(a) set-aside under NAICS code 541710 with a size standard of 1,000 employees. The contract will follow provisions effective through FAC 2001-02, and the government does not intend to acquire a commercial item under FAR Part 12. The Defense Priorities and Allocations System (DPAS) rating assigned is DO-C9. The final RFP is expected to be released around April 12, 2002, with proposal submissions due approximately 30 days thereafter. Security access at Redstone Arsenal and the Marshall Space Flight Center requires offerors to plan accordingly, especially if hand-delivering proposals. Those without security badges and using private vehicles must provide identification, proof of insurance, and a government point of contact. A draft RFP was previously released for industry comments, and an ombudsman has been appointed to facilitate communication. Solicitation documents will be available via the NASA/MSFC Business Opportunities website and must be downloaded by prospective offerors. Interested parties are encouraged to notify NASA of their intent to submit proposals and to monitor the website for release and updates to the solicitation.
