The Division of Cancer Control and Population Sciences (DCCPS) within the National Cancer Institute (NCI) plans to negotiate a sole source contract with the International Agency for Research in Cancer (IARC) to develop a standardized nutrient database. This database will encompass all commonly consumed foods reported via 24-hour dietary recalls in the European Prospective Investigation into Cancer and Nutrition (EPIC), a large-scale, 10-country epidemiologic study conducted across Europe. The collaboration between NCI and EPIC has revealed significant measurement errors in evaluating nitrogen intake via country-specific Food Frequency Questionnaires (FFQ), which are not sufficiently captured by the EPIC reference instrument. Hence, the standardized nutrient database aims to provide precise nutrient data to improve dietary assessment accuracy and better understand the diet-cancer relationship, as well as to quantify dietary measurement errors, a priority for the NCI. IARC is uniquely positioned to undertake this work as it coordinates the EPIC data, which are jointly owned by IARC and the participating countries and are not publicly accessible. The agency will manage and develop the nutrient database, leveraging its exclusive access and expertise. The anticipated award date for this contract is September 2002, with a one-year project duration. The sole source award authority is based on federal acquisition regulations that allow exceptions to full and open competition when only one responsible source is available. This initiative is critical to enhancing the reliability of dietary data in cancer research within the EPIC study framework.

SEE NUMBERED NOTE 22. The Division of Cancer Control and Population Sciences (DCCPS), of the National Cancer Institute (NCI) intends to enter into negotiations with the International Agency for Research in Cancer (IARC) for the purpose of creating a standardized nutrient database. The standardized nutrient database will consist of all frequently consumed foods reported on 24-hour dietary recalls in the European Prospective Investigation into Cancer and Nutrition (EPIC), a 10 country prospective epidemiologic study being conducted in Europe. The NCI and the EPIC have been collaborating on methodological studies regarding measurement errors and pooled data analysis. These data indicate the there is a substantial measurement error in assessing nitrogen intake in country-specific Food Frequency Questionnaires (FFQ) which may not be adequately evaluated using the EPIC reference instrument (24-hour dietary recalls). This database will provide accurate, standardized nutrient data to help assess the relationship between diet and cancer as well to assess the extent of dietary measurement error, a topic of great interest at NCI. The IARC is the only agency that can perform the tasks necessary to create the standardized nutrient database inasmuch as the EPIC data belong to both the IARC and participating countries and are not publicly available. IARC is the coordinating center for these data and will have the responsibility for overseeing and conducting developing the standardized nutrient database. The anticipated award date for this sole source acquisition is September 2002 for a period of one year. Authority: 41 U.S.C. 253(c)(1) as set forth in the Federal Acquisition Regulations (FAR) Part 6.302-1(a) 2.SEE NUMBERED NOTE 22.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

ARTIFICIAL INTELLIGENCE AND NEXT GENERATION DISTRIBUTED COMMAND AND CONTROL
Solicitation # FA875023S7006
The Department of the Air Force, Air Force Materiel Command, AFRL Rome Research Site, is soliciting research and development for Artificial Intelligence and Next Generation Distributed Command and Control under BAA FA8750-23-S-7006. The primary objective is to transform Joint Force Command and Control capabilities by leveraging AI to enhance battlespace assessment, plan selection, and force monitoring in distributed and contested environments. A significant focus is placed on the Battle Management of AI, which seeks technologies to monitor, adapt, and deploy AI capabilities during mission execution to counter model drift and ensure operational safety. This is an open, two-step BAA effective until August 30, 2028, with total estimated funding of approximately $99 million. Individual awards typically range from $200,000 to $20 million and may be awarded as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions. Initial submissions are limited to three-page white papers, with formal proposals accepted by invitation only. Evaluation is based on a trade-off process considering overall scientific and technical merit, related experience, solution maturity and openness, and cost realism. Prospective offerors must adhere to strict guidelines, including the Gold Standard Science principles for reproducibility and transparency, and must disclose any potential Organizational Conflicts of Interest. Submissions require a CAGE code, unique entity identifier, and an approved DD Form 2345. The government may provide Government Furnished Software for specific technical areas, and all research must comply with National Industrial Security Program standards for the protection of classified information.
