The Department of Commerce’s National Institute of Standards and Technology (NIST) plans to award a sole source contract to Towson University for the enhancement of the NIST Optical Network Simulation Tool. This contract is intended to sustain ongoing research on optical networks and support the development of specialized software for the Advanced Network Technologies Division. The decision to pursue a sole source procurement under FAR Subsection 13.106-1(b) stems from the unique expertise of Professor Yangon Kim and his team at Towson University, who originally designed the graphical user interface and the integration with the core simulation engine. Their direct involvement ensures they can efficiently continue the required development work without delay. The procurement will take the form of a firm-fixed-price purchase order, and no request for quotations will be issued. Although this notice is not a solicitation, interested parties may submit written statements of their capabilities for consideration, although any determination to compete the requirement remains at the Government’s discretion. The contract will be managed by the Department of Commerce’s NIST office located in Gaithersburg, Maryland, with Jo-Lynn S. Davis serving as the Contract Specialist point of contact.

This notice is the same as 02-892-2123 - Re-post necessary due to technical problems. The National Institute of Standards and Technology (NIST) intends on entering into a sole source procurement with Towson University, under the authority of FAR Subsection 13.106-1(b). This procurement is for the continued support of research activities on optical networks, and the development of software for the Advanced Network Technologies Division. The sole source determination is based on the unique qualifications and expertise of Professor Yangon Kim, of Towson University, and a team of graduate students. This team designed the graphical user interface (GUI), and the interface between the GUI and core simulation engine, and therefore, can immediately perform the required research and follow-on development. It is anticipated that a firm-fixed-price purchase order will be awarded. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
