This action is governed by FAR 9.2 and Public Law 98.525 and serves as a formal step to qualify prospective manufacturers, ensuring compliance before any future procurement consideration. The solicitation was posted on April 16, 2002, and primarily functions as a sources-sought announcement rather than a contract award or request for proposals.
