AI Contract Overview
The contract seeks sources for the procurement of an exhaust muffler identified by NSN 2990-20-005-9022, with Technology Fabricators, Inc. currently the only approved manufacturer, part number E068-A000-BX. Due to the nature of the item and its acquisition constraints, including the absence of competitive technical data and impracticality of reverse engineering, the Acquisition Management Code (AMC) is designated as "3," indicating procurement directly from the actual manufacturer, and the Acquisition Management Supply Code (AMSC) is "D," reflecting that competitive acquisition is not feasible at this time. The Department of Defense’s Defense Logistics Agency (DLA) Land and Maritime office invites interested parties to propose additional sources capable of manufacturing this item, with responses due by May 8, 2026. Potential new manufacturers must submit a Source Approval Request (SAR) package demonstrating their ability to produce the muffler to equal or better quality standards compared to the original equipment manufacturer. This process requires comprehensive technical data to validate the prospective supplier’s competency. Contract Specialist Zachary Rodriguez serves as the primary point of contact for submissions, inquiries, and further guidance. This effort supports the DLA's objective to identify qualified alternative sources while maintaining strict quality and performance criteria, enhancing supply resiliency for critical components within the Department of Defense.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
