31 CS Land Mobile Radio Field Service Technician

The 31 Contracting Squadron at Aviano Air Base, Italy intends to award a sole source contract to Motorola Solutions, Inc. for Field Service Technician services to maintain the Enterprise Land Mobile Radio (ELMR) trunking system, a mission-critical communications network serving Aviano and its Geographically Separated Units. This action is justified under FAR Part 12.102(a) as a commercial product and service acquisition, where Motorola Solutions, Inc. is the only source qualified to perform the work due to proprietary system knowledge, exclusive access to necessary radio codeplugs, authentication keys, and compatible hardware, as well as the prohibitive cost of introducing a third-party contractor that would serve as a middleman without adding value. The requirement is classified under NAICS 811210 and PSC DG01, with performance occurring at Aviano Air Base and selected TDY locations under the 31st Communications Squadron’s control, during standard business hours Monday through Friday, excluding federal and base closure days. The contract will be firm-fixed price and follow-on to an expiring agreement, with the Government explicitly stating no competitive solicitation will be issued and no award will be made on unsolicited offers. The contractor is required to provide a Motorola-certified technician with a U.S. secret security clearance and full authority to act on operational matters, supported by a contract manager and alternate who must have a good command of English to interface with U.S. government personnel. The scope includes end-to-end ELMR infrastructure support: radio programming, system provisioning, database management, encryption and OTAR key handling, installation, quality assurance, and both formal classroom and on-the-job training for end users. Personnel must comply with strict safety, appearance, and conduct standards, including prohibitions on alcohol and drug use within eight hours of duty, adherence to U.S. Air Force and Italian workplace safety regulations, and safeguarding all government property. Surveillance will be conducted through a Quality Assurance Surveillance Plan involving monthly and quarterly inspections, random sampling, and customer feedback, with deficient performance requiring re-performance at no cost to the Government and potentially resulting in a negative past performance evaluation.
