AWARD NOTICE FOR 31100PR260000046 - USCG BASE LALB BUILDING 20 CHILLER REPAIR

The United States Coast Guard Base Los Angeles Long Beach is seeking a contractor to perform comprehensive repairs on Chiller #2, a Dunham-Bush ACDS040ARGS model, located in Building 20. The scope requires the replacement of two compressors, one thermal expansion valve, two contactors, one filter drier, and three pumps along with their motors and seals, all in strict compliance with manufacturer specifications and industry standards. The work includes proper refrigerant recovery and disposal of up to 50 pounds of R-410a, system pressure testing, deep vacuuming, recharging with virgin refrigerant, replacing insulation on the pump skid, and providing one spare pump as a Government-furnished item. All work must be completed with strict adherence to Lockout/Tagout procedures, and final acceptance requires witnessed operational startup by the Contracting Officer’s Representative, Base Electrician, and HVAC Technician. A minimum one-year comprehensive warranty covering parts, materials, and workmanship is mandatory. Due to the facility’s location on a secure military installation, stringent security protocols apply: all personnel—including subcontractors and drivers—must be submitted for background checks five business days in advance, possess valid U.S. photo identification, and, if not a U.S. citizen, provide documentation of legal work authorization. Material deliveries require 24-hour advance notice, and all contractor vehicles must display valid registration and insurance. Proposals must include a technical narrative, proof of EPA Section 608 certification, a detailed work schedule, past performance references from similar HVAC or industrial pump projects within the last three years, a coordination plan for security, safety, and communication with base personnel, and a firm-fixed-price breakdown clearly separating labor and parts/materials costs.
