AI Contract Overview
The 316th Contracting Squadron at Joint Base Andrews, Maryland, plans to award a firm-fixed-price purchase order on a sole-source basis to ADB Safegate Americas 1 Inc. for the procurement of airfield lighting replacement parts. This sole-source acquisition is justified by the need to maintain uniformity and safety in runway and taxiway lighting systems, as mixing different LED manufacturers is prohibited under applicable guidelines. The contract falls under NAICS code 335139 and PSC 6210, and the delivery date remains to be determined. The replacement parts must be compatible with the existing ADB Safegate fixtures at Joint Base Andrews, which are critical for repairing lighting damaged by snow-removal equipment. Interested parties are invited to submit statements of capabilities by June 18, 2026, though the government retains discretion on whether to compete the procurement based on the responses. No technical data will be provided by the government, as this procurement specifically requires brand-name ADB Safegate replacement parts. Proposals are to be sent via email to the designated contracting officials, with contractors responsible for ensuring receipt confirmation. This procurement is designated as a total small business set-aside under FAR 19.5, and all submissions must include detailed company information, including certifications, contact information, and relevant identifiers.

Full Description
*This is a notice of intent to sole source to ADB Safegate Americas 1 Inc*
The 316th Contracting Squadron at Joint Base Andrews, Maryland, intends to award a firm-fixed-price purchase order on a sole-source basis to ADB Safegate Americas 1 Inc. (CAGE Code: 77AZ9) under Simplified Procedures in accordance with RFO 12.201-1 and RFO 12.102(a) only one responsible source and no other supplies or services will satisfy agency requirements for the procurement of airfield lighting replacement parts, with an anticipated award date of 6 July 2026.
This proposed contract action is a sole source to ADB Safegate Americas 1 Inc. under NAICS code 335139 (size standard of 1,250 employees) and Product Service Code (PSC) 6210, with a To Be Determined (TBD) delivery date. The contractor shall provide compatible brand-name replacement parts to repair critical runway and taxiway lighting damaged by snow-removal equipment. In accordance with UFC 3-353-01 Change 4, Paragraph 1-3, mixing different LED manufacturers on a single taxiway is strictly prohibited to prevent varying color and illumination characteristics that compromise airfield safety; because Joint Base Andrews' existing system consists entirely of ADB Safegate fixtures, ADB Safegate Americas 1 Inc. is the only source capable of providing compatible parts that maintain required uniformity. No technical data will be furnished by the Government, as the requirement is for brand-name ADB Safegate replacement parts. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. A determination by the Government not to compete the proposed procurement action based upon responses to this notice is solely within the discretion of the Government; information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in the preparation of any capabilities statements. Parties interested in this announcement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above via email, to include the company's name, point of contact, address, phone number, UEI number, business size, and CAGE code. All responses must be received by 18 June 2026 (Thursday) by 4:00 PM EST and may be emailed to the Contract Specialist, A1C Zwe Naing, at zwe.naing@us.af.mil, and Contracting Officer, Dillon Lucas, at dillon.lucas.2@us.af.mil, 316th Contracting Squadron, Joint Base Andrews, MD 20762.
NOTE: If documents are sent via email, the contractor is responsible for validating Government receipt by contacting the Contract Specialist via email; no solicitation is available and telephone requests for information will not be taken.
