The Naval Facilities Expeditionary Logistics Center (NFELC) at Port Hueneme, California, is seeking qualified sources to participate in an equipment exchange involving Mobile Utilities Support Equipment (MUSE). The exchange focuses on retrofitting four 20,000 Pounds Per Hour (PPH) steam plants to operate on dual fuels—diesel and natural gas—utilizing the commercial value of existing government equipment as full payment, with no additional funds required from the government. The existing equipment includes four Coen Company Model SDAF-17LN natural gas/propane burners and two 20,000 PPH natural gas-fired transportable steam plants. The retrofit will produce turnkey steam plants matching current output capacities while meeting or exceeding current emission standards, ideally achieving low NOx emissions without complex setups or aftermarket add-ons. The contractor will also provide training, special tools, and technical manuals, with all components being standard off-the-shelf items. The current equipment varies in repair status but mostly requires minimal work to become fully operational. This announcement is a sources sought notice rather than a solicitation or request for proposals, aimed at identifying potential contractors capable of performing this retrofit. Interested parties are invited to submit capability statements by January 30, 2006, to the designated contract point of contact. The project aligns with NAICS code 333611 and is managed under the Department of Defense’s Navfac Systems and Experimental Warfare Center. The contract details, including contact information and further instructions, are provided to facilitate engagement by qualified firms interested in participating in this specialized retrofit and equipment exchange opportunity.
