Foot and Mouth Disease (FMD) Vaccine Antigen Concentrate (VAC)
Solicitation # 12639527R0001
Solicitation 12639527R0001 is a request for proposals issued by the USDA Animal and Plant Health Inspection Service (APHIS) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirement covers the purchase, storage, and production of Foot and Mouth Disease (FMD) Vaccine Antigen Concentrate (VAC), the conversion of Government-owned VAC into usable finished vaccines, and the direct purchase of finished vaccines. The contract has a ceiling price of 800 million dollars and a long-term performance horizon, featuring five one-year ordering periods starting approximately December 1, 2026, with conversion and delivery of finished vaccines extending through November 30, 2044. The scope of work requires the contractor to produce VAC capable of yielding at least 1.0 million doses and maintain these materials on their premises under strict quality control and temperature standards. Because live FMDV is a Tier 1 Select Agent, the contractor must hold a select agent authorization issued by CDC/APHIS. Finished vaccines must be packaged to maintain temperatures between 2 to 8 degrees Celsius for 24 hours and include electronic temperature monitors. Award will be based on the most advantageous offer considering technical capability, past performance from the last five years, and fair and reasonable pricing. Proposals must be submitted electronically to Stephen Tees by November 10, 2026, at 1700 CT, organized into four separate volumes.

The National Institutes of Health intends to negotiate on a sole source basis with Life Technologies Corporation. The Applied Biosystems 3500 Genetic Analyzer Modern genetics depends on the ability to analyze a variety of types of genetic markers, including microsatellite markers and SNPs and to determine the sequence of genes and whether they are altered from the consensus in a population. In addition, DNA sequencing is required to identify sequence changes in both unaffected and affected individuals. Currently, positional cloning projects require the ability to analyze large numbers of samples rapidly, accurately, and efficiently. These - high throughput projects cannot be performed by hand but require automated analysis systems. The most efficient and practical method to carry out this type of analysis currently is by using capillary sequencing apparatus. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). NOI - B2B Award entitled - Developing Red Cell-Sp
Solicitation # 75N98027Q00017
Solicitation 75N98027Q00017 is a combined synopsis and notice of intent for a non-competitive award by the National Institutes of Health (NIH) to Purdue University, specifically the Purdue Institute for Drug Discovery. The contract supports the Bench-to-Bedside study Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease. The scope of work for the Year 1 requirement involves the synthesis, scale-up, characterization, and optimization of lead SYK inhibitors S1115 and S1213, with a delivery requirement of approximately 3 to 5 grams of each compound along with supporting analytical and potency data. The award is justified as non-competitive because Purdue University possesses the project-specific knowledge and prior research experience necessary to avoid technical risk and duplication of effort. The acquisition is conducted under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. Research activities will be performed at Purdue University in West Lafayette, Indiana, with deliverables sent to the National Heart, Lung, and Blood Institute in Bethesda, Maryland. The associated NAICS code is 325411 for Medicinal and Botanical Manufacturing, and the requirement is not set aside for small businesses. Administrative requirements include active registration in the System for Award Management and the use of the Invoicing Processing Platform for three-way match payments. Responses were due by November 4, 2026, to the contracting specialist, Nicholas Capobianco.
