The United States Coast Guard (USCG) has a requirement to procure a complete Volvo Penta D4 marine propulsion system package to repower a 36-foot Munson Landing Craft. All parts must be in new condition and sourced directly from the Original Equipment Manufacturer (OEM) or an authorized distributor.

The Contractor shall provide all equipment, components, shipping, and on-site OEM-authorized technical labor required to commission the propulsion package. The requirement includes:

  • Core Propulsion: Two (2) Volvo Penta D4 Engines, transom shields, and DPI outdrives.

  • Control System: Electronic Vessel Control (EVC) system and components.

  • Mandated Ancillary Components:

    • Racor 500MA10 filter assemblies

    • Hotstart CTM10110-N00 engine block heater with circulation pump

    • DPI drive aluminum weld/spacer plates designed for aluminum hull repower fabrication

(Note: USCG personnel or an independent shipyard will be responsible for the physical mounting and installation. The Contractor is solely responsible for supplying the verified equipment package, delivering it to the designated terminal, and performing final commissioning and sea trials to activate the OEM warranty.)

Delivery & Place of Performance

  • Delivery Location: F.O.B. Destination to the Ketchikan Alaska Marine Lines (AML) terminal at 3295 Tongass Ave, Ketchikan, AK 99901.

  • Delivery Schedule: Target delivery date is October 1, 2026. Due to global supply chain conditions, delivery timeframes of up to 16 weeks After Receipt of Order (ARO) are acceptable.

  • Place of Performance: Ketchikan, AK

Special Considerations

  • Brand Name Requirement: A Brand Name Justification is applicable and attached to this procurement. The Volvo Penta D4 Propulsion System, Racor 500MA10 filters, and Hotstart CTM10110-N00 heater are uniquely essential to maintaining exact form, fit, and function compatibility with the vessel's existing structural and electronic architecture.

  • Warranty: The Contractor shall provide the standard commercial warranty from Volvo Penta for the entire propulsion package.

  • Contract Type: The Government contemplates the award of a Firm-Fixed-Price contract.

  • Evaluation: Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered

UTILITY WORK MACHINE
Solicitation # 70Z03526QKETC003
The Department of Homeland Security, through Base Ketchikan, is soliciting quotes for the procurement of one new Bobcat UW56 utility work machine or an approved equivalent for USCG Petersburg in Alaska. This small business set-aside acquisition, conducted under FAR Part 12 for commercial products, includes a base requirement for the machine and three optional attachments: a 68-inch light material bucket with cutting edge, a 4K heavy duty pallet fork frame with 48-inch teeth, and a 6-foot snow pusher pro with an angle blade and removable box. The base machine must include specific features for cold-weather operation and facility maintenance, such as an engine block heater, heavy duty battery, high flow hydraulic package, deluxe road package, and power Bob-Tach system. Award will be made to a single vendor based on the Lowest Price Technically Acceptable (LPTA) method. Technical acceptability is determined on a pass/fail basis, requiring offerors to provide comprehensive documentation proving that their equipment meets or exceeds all minimum salient characteristics. The government will evaluate the total price by combining the base requirement and all options, though exercising the options is not guaranteed. All equipment must be delivered FOB Destination to USCG Petersburg and will be subject to visual inspection and verification of components upon arrival. The equipment must be covered by the standard manufacturer's commercial warranty. Quotes and technical inquiries must be submitted via email to Benjamin Reedy.
