AI Contract Overview

The Naval Surface Warfare Center, Carderock Division intends to award a firm fixed price, sole source contract to Friction Stir Link Inc. for the procurement of a robotic Friction Stir welding and processing system. This acquisition is being conducted as a total small business set-aside under the authority of FAR 13.5 for the acquisition of certain commercial items. The procurement is justified as a sole source because Friction Stir Link Inc. is the original manufacturer of the 6-axis RoboStir system and possesses the proprietary source code and software necessary for the system to function. The acquired technology is essential for the continued repair of Navy propellers, as no other supplier can provide a compatible system. While the government is moving forward with Friction Stir Link Inc., interested parties may still submit capabilities to the agency to determine if a competitive procurement is warranted. The solicitation is managed by the Department of Defense through the NSWC Carderock office located in Bethesda, Maryland.

The system uses a proprietary source code and software that exclusively communicates the required execution commands to the robotic articulating arm and the custom built Friction Stir welding spindle. Interested parties may express their interests and submit their capabilities by contacting the point contact listed in this synopsis. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement, and will be solely within the discretion of the Government.(see numbered note 22)
