The contract involves a Sources Sought Notice issued by the U.S. Army's Program Executive Office for Simulation, Training and Instrumentation to identify industry capabilities for producing a Prompt Gamma Simulator. This simulator is intended to support nuclear weapons effects survivability testing at the Nuclear Effects Laboratory, White Sands Missile Range, for a variety of military equipment including circuit card assemblies, line replaceable units, small test systems, and potentially light armored vehicles like the Stryker and Bradley Fighting Vehicle. The Prompt Gamma Simulator will be a stand-alone device housed in an environmentally controlled enclosure provided by the Government, with infrastructure such as a concrete pad and electrical connection also supplied. The contract is in the planning stage, and this notice does not represent a solicitation or commitment to procure but serves to gather information for acquisition strategy development. Interested firms are invited to submit capability statements detailing their experience, technologies, and approaches relevant to the draft Statement of Work. Submissions should include proposed timelines, conceptual design concepts including enclosure size and power needs, and rough pricing estimates under the anticipated firm-fixed-price structure. The Government is particularly interested in business size identification, compliance with small business regulations, and any small business socio-economic designations. Responses are due by April 10, 2015, and should be submitted electronically, with an option to submit questions separately. This effort is under NAICS code 333318 for machinery manufacturing and emphasizes that no binding contract or solicitation currently exists; responses are for planning purposes only and do not obligate the Government.
