The U.S. Secret Service is seeking information through a market research effort regarding advanced commercial off-the-shelf explosive detection systems that can be adapted to meet specific operational requirements. Interested vendors are invited to submit detailed responses, limited to 20 pages, outlining their system’s specifications, adaptability, and capabilities. The goal is to evaluate technologies that can detect drugs and a wide range of explosives, including novel types, with flexible detection libraries that can be updated. Systems must offer multiple, password-protected operator interfaces ranging from simple indicators to detailed analytical displays and provide clear sampling instructions to those being screened. Additional key features include portability for single-person transport, selectable analysis times, compatibility with both 110v and 240v power sources, comprehensive diagnostic output, and functional verification via check sources or similar methods. Compliance with FAA certification for trace explosive detection is mandatory, as is reliable operation across diverse environmental conditions, resistance to physical abuse, rapid deployment within 20 minutes, quick screening and alarm resolution, and demonstrated reliability. Moreover, the equipment must be capable of sampling from various media types and sizes without operator involvement, ensuring that the subjects being screened initiate and perform sampling themselves and remain unaware of the detection results. Clear, user-friendly manuals and mean-time-between-failure data are required, along with established maintenance support networks capable of timely on-site responses. The USSS emphasizes this is a market survey and does not guarantee future acquisitions; however, submissions may lead to further detailed requests or demonstrations. Responses are due by March 20, 2003, and should be sent via email or postal mail to the specified contact within the Department of Homeland Security’s FLETC Glynco Procurement Office.
