The U.S. Fish and Wildlife Service is seeking to procure a mobile automated fish marking and tagging system for its Upper Columbia River Fisheries Program Office in Vancouver, Washington. This acquisition will be conducted under the FAR Part 13.5 Test Program for Certain Commercial Items and is planned as a sole source negotiation with Northwest Marine Technology, Inc., the developer of the specialized AutoFish SCT6 system. This system uniquely enables automatic injection of coded wire tags and excision of adipose fins on juvenile salmonids with minimal human involvement, no anesthesia, and a high throughput capacity of up to 120,000 fish in a 24-hour period. The capability provided by this equipment is critical for the Columbia Basin federal hatcheries to comply with Congressional mandates concerning the mass marking of hatchery-reared salmonids. The proposed system includes subsystems for fish sorting, electrical and water components, marking tools, and accessories all housed within a gooseneck trailer for mobility. Although the procurement is planned as a non-competitive sole source contract under FAR Part 6.302-1, the government has indicated it will consider any responses received by August 27, 2004. The contract originates with the Department of the Interior’s FWS Headquarters, located in Falls Church, Virginia, and represents a continuation or correction of earlier procurement notices related to this fish marking technology.
