The U.S. Fish and Wildlife Service plans to enter into a noncompetitive contract with Stribling Equipment LLC for the supply and installation of a mulcher with a mounting pin on a JD 230LC machine. This procurement is justified and approved under specific federal regulations allowing noncompetitive acquisitions due to the unique circumstances of the requirement. The agency has issued a notice of intent rather than a solicitation for competitive proposals, providing an opportunity for other interested parties to submit written statements of their capabilities and qualifications by the stated deadline. These submissions will be reviewed solely to determine if a competitive process should be initiated, though the final decision to proceed noncompetitively rests exclusively with the government. The contract falls under the NAICS code 811310 and is managed by the Fish and Wildlife Service headquarters within the Department of the Interior, located in Falls Church, VA. Interested organizations must ensure timely receipt of their statements via fax or email, with all inquiries directed to the designated point of contact at the agency. This approach reflects the agency’s compliance with federal acquisition regulations while recognizing the specific nature of the equipment and installation service required.
