The 3800 Via Oro Project is a proposed redevelopment initiative by the City of Long Beach, California, involving the demolition of existing on-site structures, landscaping, and at-grade parking to make way for a speculative industrial complex. The project features a concrete tilt-up building of approximately 332,090 square feet designed for a mix of warehousing, manufacturing, and office uses. The structure will have a maximum height of 49 feet, include a mezzanine, and maintain a floor area ratio of 0.56. To comply with Long Beach Municipal Code, the building is intended to achieve LEED Silver Certification. The scope of work also encompasses comprehensive site improvements, including new utilities, infrastructure, lighting, signage, fencing, and landscaping. The project is undergoing a rigorous environmental and regulatory review process to ensure compliance with CEQA and local standards. This includes the preparation of an Environmental Impact Report and various technical assessments covering air quality, greenhouse gas emissions, acoustical impacts, vehicle miles traveled, and cultural and paleontological resources. Additional technical studies have been conducted regarding geotechnical stability, hydrology and hydraulics for stormwater management, and an arborist report for tree preservation and removal on the 13.8-acre site. Necessary approvals include CEQA clearance, Site Plan Review, a Tentative Parcel Map for parcel consolidation, and building permits from the City of Long Beach, with additional operational oversight from the South Coast Air Quality Management District and the Los Angeles Regional Water Quality Control Board.

Full Description

The project proposes to demolish existing on-site structures, at-grade parking, and landscaping, and redevelop the site with an approximately 332,090-square foot concrete tilt-up speculative industrial building that could be used for a mix of manufacturing, warehousing and office uses consistent with the existing West Long Beach Business Parks Planning Development (PD-26 Subarea III) zoning for the project site. The exact mix of uses is not yet known as there is no tenant identified. The building would include a mezzanine and have a maximum building height of approximately 49 feet. Overall, the project would have a floor area ratio of 0.56. The warehouse building is proposed to meet LEED Silver Certification pursuant to Long Beach Municipal Code Section 21.45.400(b), Green building standards for public and private development. The project also proposes site-specific architectural features, site circulation and access, lighting and signage, fencing, landscaping, and utilities and infrastructure improvements. The project requires various permits and approvals from the City, including CEQA Clearance, Site Plan Review for design review of the proposed building, Tentative Parcel Map to consolidate parcels; and Building Permit and Other Permits Deemed Required by the City of Long Beach Building and Safety Bureau. In addition, construction and operational permits/approvals may be required from the Los Angeles Regional Water Quality Control Board and South Coast Air Quality Management District.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
