Amendment 02 to solicitation W9124R-5068-0003, issued by the Department of Defense for the Yuma Proving Ground, provides critical technical clarifications regarding the installation of a Vertical Reciprocating Conveyor. The primary focus of this update is to specify the requirements for the upper second floor access. It clarifies that an existing roll-up door, which is typically closed when the lift is not present and is supplemented by an internal accordion-style steel sliding door, must be equipped with an electrical and mechanical interlock. The government has specified that a new double swing door is not required for the upper floor provided that the existing door is successfully interlocked with the VRC. All necessary interlocking devices or alternative doors must be provided as part of the VRC package. This opportunity is a total small business set-aside under NAICS code 333922, with the proposal submission deadline remaining 4:30 pm MST on April 11, 2005.

This amendment number 02 to synopsis/solicitation W9124R-5068-0003 is issued to clarify answer to question 5 on amendment 01. Due date for proposals remains 4:30 pm MST 11 April 2005. The following request to clarify Government response to question 5 was received: Regarding YPG responses to questions 4 & 5, I now understand that there is an existing roll up door at the upper 2nd floor level and we are to provide an electrical/mechanical interlock for this existing roll-up door. We have these two follow-up question s/clarifications: Q5A) Is this existing roll-up door closed when the lift is not present or is it an emergency fire roll-up door that only closes in the event of a fire? A5A) The existing door provides access to the floor. Material is currently moved to the floor by forklift through this door. The door is closed when the lift is not present. There is also an accordion style steel sliding door on the inside of the rol lup door. This steel sliding door is secured except during material handling operations. Q5B) Do we need to include a new interlocked double swing door at this level in addition to the fire roll-up door? A5B) A new double swing door for the upper floor will not be required if the existing door is interlocked to the VRC. The interlocking devices or new door shall be provided with the VRC.

Land Mobile Radio Infrastructure Maintenance and Support
Solicitation # PANMCC26P0000057395
The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
