Full Description

Joint Base Lewis-McChord Health Contracting Branch intends to issue a firm fixed price order under FAR 13.106-1(b)(1)(i) sole source (including brand name) to 3M Health Information Systems, Inc., 575 W Murray BLVD, Murray, Utah 84123. Only one source is capable of providing the supplies required because the supplies are unique and highly specialized to 3M. This requirement is expected to be for one initial year followed by two additional optional years with an estimated period of performance from September 22, 2023 through September 21, 2026 for a total estimated amount of $220,702.00. This requirement is for the procurement of the software license and installation of the 3M 360 Encompass System- Clinical Documentation Improvement (CDI) System Software Module. This software is an optional extension module for the medical health programs currently in use. The required 3M 360 CDI software module uses built in algorithms to coach coders and clinicians on selecting the appropriate billing and work capture codes for their encounters to ensure that Madigan gets all credit for care retendered and ensures the accuracy of 3rd party billing. This module helps reduce significant number of errors and results in an increased correct billing rate for medical coders. MTF's and other government medical facilities utilize two primary medical health programs, electronic medical records (MHS GENESIS) and patient care software (e.g. billing, scheduling, and ordering of services, currently 3M 360 Encompass Software). These two types of software must be compatible with each other. Presently the main patient care software suite used by MAMC (3M 360 Encompass) is provided for under a larger contract for all MTF's. As such 3M's 360 Encompass System-CDI module is the only available source. This notice is not a request for quote/proposal and no solicitation will be issued. Any firm that believes it can provide the stated supplies/equipment can provide supporting documents demonstrating their products capabilities and specifications.
