The Naval Sea Systems Command plans to award a sole source contract modification to York International Corporation, York Marine Systems Division, for the procurement of two 250-ton HFC-236fa air conditioning plant conversion kits, associated auxiliary components, and fourteen eight-hour mandays of engineering services and support. This sole source procurement is justified because York originally manufactured the centrifugal compressor CFC-114 air conditioning plants that these conversion kits are designed to modify. York holds proprietary rights to the technical data for the essential compressor components and is uniquely positioned as the sole designer of these 250-ton air conditioning plants, ensuring the conversion kits will meet or exceed all existing shipboard air conditioning performance requirements. York is also the only firm capable of meeting the required delivery schedule for the vessel undergoing conversion, emphasizing the critical nature of this sole source award. The contract modification ensures that the upgraded air conditioning plants maintain operational effectiveness consistent with the original design specifications. The procurement includes not only the hardware conversion kits but also necessary engineering services to support the installation and operational integration of the new system aboard the surface ship.
