The Federal Emergency Management Agency (FEMA) at the Mt. Weather Emergency Operations Center seeks to negotiate exclusively with Mobilized Systems, Inc. for the supply of three custom-built Environmental Control Units (ECUs). These units feature a rugged welded aluminum construction with copper coils protected against corrosion and a wiring harness shielded against electromagnetic interference. Each ECU provides a minimum cooling capacity of 96,000 BTU per hour, dual-stage heating with 8kw and 16kw options, and controls humidity through dehumidification. Designed for operation in harsh environments ranging from tropical to arctic conditions, the units are equipped with make-up air openings, shelter air filtration, remote operation capability, and robust structural elements such as lifting eyes and forklift slots for ease of handling. Additional features include a constant running compressor capable of starting at -37°F, hot-gas by-pass, scroll compressors with dual unloading stages, vibration isolation for key components, two-speed condenser fans, an emergency fresh air system, and EMI/RFI suppressed wiring. The filtering system in the ECU includes a powered filter that achieves 95% efficiency against 0.3-micron particles and handles 330 SCFM at a 1.0" pressure drop. Fresh air intake is manually controlled via a switch on a remote panel, supplying approximately 45 SCFM of filtered outdoor air, with the HEPA filter designed for up to 68 hours of continuous operation in contaminated environments. This solicitation is not a competitive request but invites interested parties to submit detailed descriptions and pricing of their capabilities to meet these specifications by 3:00 PM EST on October 25, 2005. The Government will use received information solely to decide on pursuing a potential competitive procurement, with this requirement subject to Fiscal Year 2006 funding availability and categorized under NAICS code 333415.
