The agency intends to award a sole source contract to Trane Pacific Service for maintenance of the HVAC systems at the Asia Pacific Center for Security Studies in Honolulu, Hawaii. This award is justified under statutory authority 10 USC 2304(c)(1) and Federal Acquisition Regulation 6.302-1 because Trane Pacific Service is the only authorized provider in Hawaii capable of servicing the proprietary Trane equipment, including air-cooled screw chillers, variable frequency drives, VAV boxes, pumps, and other specialized units. The maintenance contract will cover a one-year base period with four option years, with an estimated total value under $150,000. The agency determined that full and open competition is not feasible due to the proprietary nature of the equipment and the specialized expertise required to perform software and circuit board repairs, which other providers lack. Choosing an alternate contractor would pose risks such as increased costs from equipment replacement and training, potential infrastructure changes, uncertain use of genuine Trane parts, unqualified repair personnel, and possible service interruptions. Trane Pacific Service’s unique authorization and expertise ensure continuity and quality of maintenance for the center’s critical HVAC infrastructure. Following a notice of intent with no responses, the contract will be awarded to Trane Pacific Service to maintain and support the specialized systems in place.

It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Trane Pacific Service, 330 Sand Island Access Rd, Ste 103, Honolulu, HI, 96819 maintenance service for heating ventilation and air conditioning (HVAC) system located at the Asia Pacific Center for Security Studies, 2058 Maluhia road, Honolulu, HI 96815. The following items are required: -two (2) Trane Air Cooled Screw Chillers -One (1) BCU (Summit) -Six (6) UPCM -two (2) Direct Drive Pumps < 20HP -2 Direct Drive Pumps > 20HP -118 VAV Box, 66 Filters -4 Variable Frequency Drives -one (1) Desert Aire air conditioning unit (restrooms). -one CompuAire unit -BARD MN. WA602-A00XX4X SN. 153B041883481-02 A contract for maintenance services will be awarded to Trane Pacific Service following no response back to this notice of intent. APCSS requires maintenance services for the existing ventilation and HVAC systems. The contract term will be one base year and four option years. The estimated total contract value is less than $150,000. Trane Pacific Service is the only service provider in the state of Hawaii that is authorized to perform service and maintenance on the Trane manufactured HVAC units. This requirement is not available for ?full and open competition? because the HVAC equipment and software is proprietary. Market research indicates other companies? can purchase repair parts (from Trane), however they lack the expertise to repair software or circuit boards break-downs. Award to another source would result in: (a) additional costs such as replacement equipment and training would be incurred, (b) replacement of infrastructure currently in place, (c) no guarantee that only Trane manufactured replacement parts will be used, (d) no guarantee the repair person would be qualified to work on Trane equipment and (e) lapse of service.
