The Library of Congress intends to award on a sole source basis to Office Movers Inc. for refrigerated trailers to move nitrate film Statement of Work The Library of Congress MBRS Division rented refrigerated trailers for the purpose of temporarily storing the John E. Allen nitrate film collection until it could be recanned and shelved in the vaults at Wright-Patterson AFB, Ohio. The commencement of the recanning operation was delayed for several months resulting in the need to rent the trailers for a longer period than initially anticipated. Additionally, the resultant loss of staff as part of the closing of the Dayton facilities has caused further delay. Trailers continue on site at Wright-Patterson AFB, area B while the recanning project progresses. Refueling of the tanks for the refrigeration units is scheduled for every Monday, Wednesday & Friday. Offloading of film from the trailers by forklift is done on a regular basis, as scheduled by LC staff on site from the film vault corridor as follows: Period of performance: from April 2 to June 1, 2008 (9 weeks) Item item cost Trailer deliver/pickup Fuel (per 3 trailers) * fuel delivery forklift (per month) forklift delivery/pickup fuel for forklift (wk) forklift operator (4hr/day - 3 days per week) mover (labor to get film into trailers - 4 men for 8 hours, 36 labor hours total)

LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
