The contract pertains to the procurement of 6,077 units of a breathing apparatus, designated under NSN 1H-4240-016505015-PS, with technical data package version 002 and reference number 940300. The delivery terms specify FOB origin. Notably, the Government neither owns nor has acquired the data or rights to reproduce or repair this part from alternative sources, as obtaining such data or engaging in reverse engineering has been deemed uneconomical. Interested parties can access related Military and Federal Specifications, Standards, and other official documents through the DoD Single Stock Point (DODSSP) or via ASSIST-Online. However, certain detailed documents like patterns and drawings are not available through these channels. The procurement will be conducted under a sole-source, non-competitive basis authorized by FAR 6.302-1, reflecting that the Government intends to negotiate exclusively with one source. Nevertheless, all responsible potential suppliers are invited to express interest, submit capability statements, or proposals within 45 days (or 30 days for awards under existing Basic Ordering Agreements) from the synopsis publication date. The Government retains sole discretion over whether to proceed with competition based on market responses. Importantly, the acquisition does not follow commercial item acquisition policies under FAR Part 12, though interested parties may indicate their capacity to meet the requirement with commercial items within 15 days. The contracting office responsible is the Department of Defense's NAVSUP Weapon Systems Support in Mechanicsburg, PA, with Carlos Vega-Cortez serving as the primary point of contact.
