Full Description
This synopsis/notice of intent to sole source is issued in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) 5.101 and 12.102. This notice advises the Government intends to solicit and negotiate a sole source, Firm-Fixed-Price (FFP) contract to only one source, Amron, International, under the authority of RFO 12.201-1 and 41 U.S.C. 1901. This procurement is completed by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), a federal shared services provider, on behalf of the Naval Sea Systems Command (NAVSEA). In accordance with RFO 5.101 and 12.202(a), this notice is posted for 10 days.
The services under this contract support the NAVSEA by diving equipment and components to support operations on VIRGINIA and SSGN class submarines at the Naval Undersea Warfare Center (NUWC) Keyport.
The Naval Sea Systems Command (NAVSEA) requires specific diving equipment and components to support operations on VIRGINIA and SSGN class submarines at the Naval Undersea Warfare Center (NUWC) Keyport. Due to strict interoperability, safety, and technical standards dictated by platform engineering directives, these components must meet exact proprietary specifications. Amron is the only provider to meet the interoperability, safety and technical standards required.

This notice of intent is not a request for competitive proposals and no solicitation will be made available. Sources interested in responding to this notice are required to submit a capability statement that includes information in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required diving equipment. Capability statements should not exceed 5 pages using font size no smaller than 12-point.
All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. The Government will not pay for information submitted.
