This contract involves the procurement and repair/modification of a centrifugal pump identified by NSN 7H-4320-015514695-Q3 and is managed by the Navy Supply Fleet Logistics Center at Cheatham Annex, Williamsburg, Virginia. The Government does not possess the rights or technical data to purchase or repair the item from multiple sources, and both buying the data and reverse engineering have been deemed uneconomical. Thus, the contract is to be awarded to a single approved source under FAR 6.302-1 authority. The item contains unclassified but militarily sensitive technology, necessitating acquisition only from Government-approved sources with inspection systems certified to MIL-I-45208A or an equivalent standard through a joint DCMA/NAVSUP WSS survey. The notice allows all responsible sources to express their interest or submit proposals within 45 days (or 30 days if under an existing Basic Ordering Agreement), though this is not a solicitation for competitive bids. The Government retains discretion regarding whether to pursue competitive procurement based on responses received. The contract is a total small business set-aside and is administrated through the Naval Supply Weapon Systems Support office in Mechanicsburg, PA, with Kathryn E. Shutt as the primary contact. The action is aimed at ensuring proper repair/modification capabilities for this specialized pump while maintaining compliance with required quality assurance and security standards.

The testing will focus on engine handling and Auxiliary Power Unit (APU) hoisting equipment, including bootstrap beam assemblies, bootstrap beam hoists, and APU lifting hoists located at Westover Air Reserve Base, Massachusetts. The government intends to establish a five-year Blanket Purchase Agreement to cover this recurring maintenance requirement, which includes structural and mechanical proof load testing, non-destructive inspections to certify equipment integrity, and providing official certification documentation. Interested vendors must submit a capability statement by June 30, 2026, detailing company information, socioeconomic status under NAICS 811310, relevant technical expertise with AGSE or comparable equipment, and examples of past performance with similar load testing contracts. Vendors must clarify whether testing will be conducted on-site at Westover ARB or off-site at a certified facility, as transportation capabilities may be required. This opportunity is set aside for total small business participation, and responses must be submitted electronically to the Department of Defense point of contact, Robert E. Stacy, by the specified deadline. The notice is strictly for information gathering and does not constitute a commitment or solicitation for proposals.
