45--Army Space Heater

Notice Type: Sources Sought Synopsis: This announcement constitutes a Request for Information (RFI) only by the U.S. Army Soldier Systems Center, Product Manager Force Sustainment Systems (PM FSS), Natick, MA to conduct a market survey to assess industries' current capabilities for potential in heating military tents in the field in various theatres of operations. This RFI is a follow up of a previous RFI # 911-1234567 for the Army Space Heater posted 19 Feb 2013. This RFI does not constitute a commitment, implied or otherwise, that PM FSS will take procurement action in this matter. Any information provided does not constitute a proposal, but will be considered an exchange of capabilities and ideas. Neither Product Manager Force Sustainment Systems (PM FSS) nor the Government will be responsible for any cost incurred in furnishing this information. The characteristics describing the heater are in the performance specification attached (or below). The Government is seeking comments from firms and manufacturers on the performance specification and their ability to meet the requirements. All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions must be received NLT 15 days following posting of the RFI. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests. PM FSS reserves the right to request additional clarifying information from each respondent. 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
