The United States Coast Guard (USCG) Small Boat Product Line (SBPL) has a requirement on a sole source basis to procure Gilman Corporation fender systems and related parts to support the USCG 45' Response Boat Medium (RB-M) and USCG 47' Motor Life Boat (MLB) boats. The Government intends to award a requirements contract, with fixed price delivery orders, consisting of one (1) 12-month base period and two (2) 12-month option periods. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement will be satisfied using 41 U.S.C. 1901, as implemented by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The USCG has a requirement for the purchase of new genuine Original Equipment Manufacturer (OEM) parts to support the fender systems currently installed on the USCG 45' RB-M and USCG 47' MLB vessels. This USCG has determined, consistent with FAR 13.501(a)(1)(ii), that only OEM brand-name fender systems and parts will satisfy agency requirements. The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The OEM is Gilman Corporation. Technical data necessary for the manufacturing of the fender systems and related parts is proprietary to the OEM.
