This is a sources sought announcement issued by the Department of Veterans Affairs, Network Contracting Office 21, for backflow prevention assembly maintenance, testing, certification, repair, and replacement services at the Veterans Affairs Palo Alto Health Care System. The requirement is for a non-personal services contract with a tentative period of performance from October 30, 2026, through October 29, 2031. The procuring activity is conducting market research to inform future acquisition decisions and is not obligated to award a contract or reimburse any costs incurred by respondents. The work must be performed across five VAPAHCS locations in Palo Alto, California, and requires all labor, equipment, materials, tools, travel, and overhead to be provided by the contractor. All services must be delivered by personnel certified by the California-Nevada Section of the American Water Works Association or the American Backflow Prevention Association, using annually calibrated testing equipment, and in compliance with EPA and OSHA regulations as well as NFPA Life Safety Codes. The contractor must hold a valid California C-36 Plumbing Contractor’s license, be bonded and insured, and demonstrate at least five years of relevant experience within the past seven years. To respond, vendors must submit a complete package including company name, point of contact, email, an informal quote, an authorized distributor letter if applicable, a capabilities narrative, the NAICS code 238220 with size standard, a UEI number, vendor POC details, and disclosure of any existing contract vehicles such as GSA, NASA SEWP, DLA eCAT, VA SAC, or VA NAC. Failure to provide all eight required items will render the response nonresponsive. The contractor must establish a Quality Control Program for submission within ten days of the Notice to Proceed, maintain service tickets signed by the Contracting Officer’s Representative, and ensure all certifications and physical tags are updated per local jurisdictional requirements. Payment will be made monthly in arrears upon verification of completed work and approved service reports. The contractor must designate a Contract Manager and alternate with full operational authority, make them available within 24 hours of request, and notify the Government of any personnel changes within five workdays. All employees must wear VAPAHCS-issued identification badges and company-identifiable clothing, comply with safety protocols including hot work permits and PPE requirements, and submit Safety Data Sheets for any hazardous materials prior to site access.
